Trim the onions and chili peppers, pat dry thoroughly, and cut into bite-sized pieces.
Add water and soy sauce to a pot, bring to a boil, then add pepper seeds and boil for 5 more minutes before straining out the seeds.
With the heat off, add 2 cups of vinegar, 1 cup of plum extract, and 3 cups of sugar to the brine, stirring until fully dissolved.
Layer the onions and chili peppers in a prepared container and pour the brine over them.
Let sit at room temperature for 1-2 hours, then refrigerate and enjoy over time.
