Toast the anchovies in a dry pan to remove moisture and eliminate the fishy odor, then sift through a strainer to remove fine powder.
Add cooking oil to the pan, add the sliced cheongyang chili peppers, and stir-fry first to bring out the fragrance.
Add 4 tbsp mirin and 1 tbsp soy sauce; when the sauce comes to a boil, turn off the heat.
Add the toasted anchovies and toss well with the sauce.
With the heat off, add 5 tbsp yuzu citron marmalade and toss to combine. Finished!
