In a bowl, combine beef short ribs, 2T sugar, 2T mirin, and enough water to submerge; soak for 30 minutes to drain blood.
Put the drained ribs in a pot with 2T sugar, half cup soju, 10 bay leaves, and enough water to cover; boil for 10 minutes from when it comes to a boil.
Blend half a Korean pear and 1 onion in a blender.
Rinse the pre-cooked ribs in cold water.
In a pot, add ribs, blended mixture, 1.5L water, 2T sugar, 3T corn syrup, 1T minced garlic, 1/2T ginger powder, black pepper, half cup soju, 1 cup dark soy sauce; bring to a boil then reduce to medium heat and cook for 20 minutes.
While the ribs cook, prepare potatoes, carrots, onion, mushrooms, and green onions.
After 20 minutes, add all prepared vegetables, cover with lid over medium-low heat, cook for 20 more minutes, then reduce to desired consistency.
