Soak the beef short ribs in a bowl of cold water with 2T sugar and 2T mirin for 30 minutes to draw out the blood.
In a pot, combine cold water, 2T sugar, 100ml soju, the ribs, and 10 bay leaves. From the moment it begins boiling, par-boil for 10 minutes, then rinse the ribs thoroughly under cold water.
Blend half of the Asian pear, 1 onion, and a little water together in a blender until smooth.
In a pot, add the beef ribs, 150ml dark soy sauce, 2T dark brown sugar, 3T corn syrup, the pear-onion puree, 1T minced garlic, 1/3T ground ginger, 1T ground black pepper, and 100ml soju. Fill with water, cover, and simmer for 20 minutes.
Add 2 large green onion stalks, 2 potatoes, 2 onions, 1/2 carrot, and 3 shiitake mushrooms. Continue cooking over medium heat for 20 more minutes, then turn off the heat and let stand for 5 minutes.
